It's about an organization that Contains Anomalous objects, Creatures beings and more. But first there's a twist this is created by a bunch of Regular Plan old civilians taking mayors into their own hands, that started from the original 14 members, who are called the Vanguard Circle, in a title later passed down to 13 members who are the administrative body of the organization.
